The FTC will face hurdles to block Microsoft’s Activision deal, as courts are skeptical of vertical merger challenges where two companies don’t compete directly  —  Ms. Khan, the chair of the Federal Trade Commission, has staked an ambitious trustbusting agenda on a case that may be difficult to win.
